The collection policy of the Library is to provide open access to all citizens. It serves not only the Finnish Parliament but also everyone in search of information about the Parliament, law and society.

The Library acquires publications, purchases user rights to online materials and collates information on online materials with free access. The most important tools for locating materials are Selma collection database, the link database Elki and the library website.

The Printed Materials Collection contains literature on the Parliament, law and the social and political sciences.
